Opinions on this medal bar, please

I was asked to make an offer for this medal bar. What are your opinions on it? This is the only picture the guy sent me, I dont have a picture of the reverse.
Whats a reasonable offer for this one, in your opinion?

The Police ribbon appears to have the sort of edge found on American made ribbon, and never on period German ribbon-- quite obvious comparing the right edges as viewed of both ribbons. The quite alarming "fading" of the ENTIRE ribbon under the UNFADED embroidered ribbon device is also worrisome.
