50 Year Award?

I picked this up at an antique auction along with several other items. I think it is a veteran badge. Can anyone enlighten me as to what it is, confirm its authenticity (it looks 100% to me) and what a fair price would be? I am probably going to list it on the estand as it is not in my area of collecting. Thanks
