Eastmedal with double MM

Hello,

got a denazified Eastmedal today. Whoever did it gave it a rough trip, thats for sure. What's intersting is that its marked with the same mark twice; 15. (Friedrich Orth, Wien)

Any idea of why it was marked twice? It would be understandable if the first mark turned out crooked or unreadable due to a weak "hit" but otherwise?

I have no idea as to why it is marked twice as both are clean strikes. It is an intresting piece though. Too bad about it's condition....
