War Merit Medal ribbon in use

Here is a picture of a panzer soldier with the SA Sportabzeichen and the Kriegsverdienstmedaille ribbon. This is the only time I have seen this. Any opinions?

Highly unusual! He must have gotten it as a teenaged war industry worker, or for something in the Hitler Youth BEFORE he went into the army!
