After Romania's entry into the war (June 22, 1941), General Antonescu, in his capacity as Head of State, will initiate the essential modification of the previous provisions through a new Regulation of decorations conferred during the war (DR no. 1932 / 30.06.1941). According to him, the military could be decorated for 3 categories of deeds, namely:

      1. Very exceptional acts of bravery.

      2. a) deeds of distinguished bravery

      b) performing exceptional services on the battlefield.

      3. a) deeds of ordinary bravery

      b) performing special services.

For each of these categories of deeds it was specified which orders or medals could be conferred, the degrees and classes of distinctions being depending on the military rank and the level of command had by the decorated one and by the one who made the conferment proposal. In this way, the decorations followed a rigorous framework, which minimized subjectivism, even if it could not be completely ruled out.

The medal Bărbăție și Credință, initially was granted to police officers and agents, state officials and any person who contributed to maintaining and restoring public order and peace. Later, it was awarded to the military who distinguished themselves in the Balkan war campaign of 1913, ww 1 and ww 2.
In ww 2 it was the smallest award, awarded to non-commissioned officers and troops for deeds of category III weapons, respectively deeds of ordinary weapons and service special. The right to grant the 3rd and 2nd classes was delegated to the regimental commanders and for the first class to the division commanders.
