Solo 12 years WH service medal on medal bar?

This medal bar looks legit unless I dont miss something. However, do you guys have some similiar set up where long service award is without lower grade? I know about combos and which should be together and which not, but I dont see higher grade without lower that often at all! They are usually solo just on one place bars!

Bar looks fine too me.

Maybe the guy was just too cheap to have the 4yr mounted with the 12yr.

Or just didn't follow regulations.

We see it often on ribbon bars where there's a single eagle device that is either Gold or Bronze coloured instead of Silver.

From these photos, I see that the awards are mounted on hooks. I think that a 12-year medal and an eagle decoration were added in place of some other award matching the blue ribbon.
