what is this ribbon ?

I am not sure what this ribbon is. His only other award is the Afrika-Italo medal. I also have a colour retouched photo of this soldier and they have coloured this ribbon as blue and white. What on earth is it ?

Could be the Italian War Merit Cross if the ribbon looks like it might be folded at the bottom and hiding another blue stripe.
