Yes, I think both the two soldiers on the center and the right are both wearing Heer wraps. These men are probably not Fallschirmjager in spite of the helmets, my guess would be Ski Jagers, who also wore these helmets. They also wore wrappers, these men might be from a Panzerjager Abteilung, that would explain the skull tabs. Ski Jagers were also issued Stg.44s.
