I presume this photo does show mountain troops, but pre-war ones:
- all the soldiers seem to wear mountain caps and boots
- the Edelweiss cap and arm badges weren't introduced until May 1939 (explaining their absence in this image)
- their tunic collars are dark green and on their shoulder straps they seem to sport their regimental number
- plus you don't see any war medals on any of them, just the peace time bling on our para.

Therefore I would say it's a Austrian/Bavarian former army para, who decided that he loved the mountains more than getting kicked out of a plane at irregular intervals...

I agree Karl. Nice shiny aluminum buckles and also the wear of the Sportabzeichen support very early GJs.

I did some searching and found a picture of a Gebirgsjäger wearing a Heeresspringerabz that Bill Petz posted back in 2009 (see #160 on the link below). Unfortunately, he didn't have any details to explain the award of the APB.
