Hello Guys,
I have seen these before - Yes, they are for flare cartridges - I saw a great picture of this bandoleer on a Fallschirmjager awhile ago - he had the flare pistol pointed up in the air ready to fire - I only wish I could remember where I saw it!
On another note, 25th Century Toys had this same type of bandoleer on one of its collectable action figures, Fallschirmjager Eben Emmanuel, which also came with a flare gun.
