I think the decal was damaged during the cleaning process. Perhaps there was some paint or something which was removed by a solvent. I am not implying that the entire helmet was painted over, but many helmets have splashes of paint on it based on where the helmet was stored over the years.

I would have doubts about the decal. There is so much damage and flaking, that it is impossible to even tell if this is an original decal. Add to that the fact that post war applied REAL decals often flake off this way AND ckl marked shells generally do not have decals at all.......raises a lot of red flags to me. In my opinion, both the decal - real or not- and the bolts are post war additions.
The only convincing ckl's I've ever seen with a decal have the blue/green Luft eagle decal. And a lot of people don't believe any of those are wartime applications. I do, but readily admit that many of the blue decals you see are NOT wartime applied.
Just some random thoughts......
