what's the deal?

the spy caption is of course nonsense. afaik pics like this were staged to illustrate u.s. bulletins, reports, manuals etc. on axis equipment & tactics and issued by the war department/military intelligence service during and post ww2. imho style of moustache and repainted (?) apg tiger do hint at a 60ies pic-date.
