There were some tasks in a paratrooper unit for which the jump training was not necessary. Like drivers, for example, or clerks. I think that a certain number of men remained at the base during the combat drops. I think this is the case: this soldier did not receive any decoration in his early career. When the paratrooper units started to suffer for the lack of manpower, probably they started to train all the men in their ranks. I have seen around other groupings with similar features.

At this point we can only make speculations, based on what we have and we can see.
The man was in the 3.FJR from the beginning, but did not receive the Kreta cuff title nor the Ostmedaille. And he didn't get any combat decoration (almost every paratrooper that survived the Crete jump got at least an EKII). So I would say that he remained in the barracks in the earlier stages of war, assigned to internal duty. Maybe he even remained in Germany, by the regiment cadre.
On 15th November 1941 he was promoted, but the promotion on the Soldbuch seems was not signed by the 1st Company commander as we should expect, but by an "Oblt u. WachKdo Fhr", that should mean "Wachkommando". So probably, I think, while the 1st company was fighting in Russia he was detached to this other unit, far away from the first line. And then, when the company came back from the Ostfront, he was reassigned for combat duty, since every available man was necessary at that time. He was much better selected and experienced than the young incoming recruits.
