Help needed with old German booklet

I have this small booklet dated 1854 and has entries from 1861 through 1876. I have not been able to translate.

The outside is a brown "marble" appearance with a solid brown binding. There is a red stamped seal on the inside back page.

I have no clue to the origin or purpose of this, so any help is greatly appreciated, Rob.
