    AOK 18 refers to 18.Armee... http://www.lexikon-der-wehrmacht.de/...en/18Armee.htm

While Ic tends to refer to the Staff Officer's position.

Unfortunately, with the French language I have problem. However, according to this link, I found the authors (Albert Fedorovich Starodubchev) who is cited in the text, and his appears to have been written a book "Double invisible front. Leningrad chekists behind enemy lines." The book is in Russian, which I understood:
There is also mentioned about von Wackerbarth:
"... the all section 1a intelligence and contra-intelligence services work led by Major von Wackerbarth ... ".
Thus, the Kennbuch owner served 1c section/ counterintelligence (abwer)?

The head of the "1C" unit was the Chief of Staff of the Army 18th Detlev Otto Egon Leberecht von Wackerbarth, a descendant of a wealthy aristocratic family, descendant of a German family (specifically in Prussia ) Generalfeldmarschall (nickname we gave him and changed frequently in publications, or it was referred to as "Vakkerbard" and was also called by other much worse). That he was a member of the Nazi party from May 1933. He appeared himself as a soldier able in Greece, or through its rigidity, it has liquidated the uprising in the mountains. He tracked down and liquidated wholesale Athenians partisan groups. He was an agent of espionage against experienced, who could control with a cool trick with the next moves of his opponents enemy, and was as much a clever chess player. He was fearless in improving its various methods of provocation
