What on earth is this

Does anyone came across something like this?
it has a name and dog tag inscription and it seems it has been attached around something by means of small rivett.

IMHO this may be a grave marker made by US forces in Germany/France. The type face is identical to the one used on US grave markers. However the shape of the metal sheet differs much. The ones used by Americans were shorter and much wider ( 3-4 lines of text). I got it from house clearance in Germany - perhaps the family of KIA moved the field grave to cementary somewhere else and kept this object.
