The first document is a pass given 1.4.1944 by the German Army (Deutsche Wehrmacht) location in Maastricht and valid til 31.12.1944.

The owner of the passport is member of the German guard (Schutzgruppe/Kompanie) of the town
        Sittard.

The other document written in Dutch language should be a ration car for shoes.

Very nice id cards to an interesting unit, the Schutzgruppen. These were units who had the task of guarding important bridges and buildings, and where mostly made up from elderly Germans who already lived in the Netherlands before the war but were mobilised in the Wehrmacht at a certain point.
So they often had the chance to do duties for the Wehrmacht in the same town as they lived, and could come home every day.
