The entries on Page 15 are security checks. When the SS 1943 Verordungsblatt came out, they just quoted the Army one, to use page 15, forgetting that some of their Soldbücher had a different page number order. They corrected that for the Sept, 1944 security check, adding the words "old (page 15) and new( page 23)" versions.
