Luftwaffe Soldbuch to a RAD Arbeitsmann 1940

I picked this up just because I thought it was interesting. This Luftwaffe Soldbuch was issued by RAD Abteilung 9/225 to Arbeitsmann Ferdinand Muhr. Muhr appears to have carried this book for only a few weeks in November-December 1940, it has few entries. I can't see any logical reason why he would have gotten a Luftwaffe book unless that was simply all that was available for identification. Does anybody else have a similar example to show?

          Chris,
I have a Army Soldbuch with similar entries. Also only for a short time. Early on, the military issued orders forbidding the use of Soldbücher by anybody except military personnel. Later that changed allowing use by others besides the military but requiring the title "Soldbuch" be inked over on the front and the top of the first page and substitute a word like "Gebuhr....." By then the RAD had their own Soldbuch.
