"New issue for a member of the former 6th Army"

No doubt he was at Stalingrad and his original Wehrpaß was lost.

There is a regulation that lists the requirements and the words to use when noting prior service with the sixth Army after Stalingrad.

How could his Wehrpass get lost at Stalingrad? It stayed in germany, was not taken to the front (like the Soldbuch).

Could it be, that all surviving members of the former 6th army get a new Wehrpass, and the old ones were destroyed or so?

The Wehrpass was maintained by the Schreibstube in each Kompanie so wherever the soldier was deployed, his Wehrpass went with him, even if it was not carried on his person but rather was held at the unit Tross.

The Wehrstammbuch remained with the Wehrmeldeamt or Wehrbezirks where he joined up. Regular Kriegsstammrollenblatte were meant to keep both up to date with postings, courses, transfers, promotions etc.
