Not uncommon to have the German translated to Russian for those in Russian captivity...
Regarding the hair, I presume it could be a lock of hair perhaps from his girlfriend/wife? I have a Panzer Soldbuch that has a lock of hair and a photo in the rear fold of the Soldbuch!

I suspect that they were trying to implicate the soldier with a war-crime of some sort.
My bet is that he didn't survive captivity.
