Thats expensive
I got about 40 perfectly made stamps myself, for less then an euro each.
I got them for re-enactment purpose.

But you don´t need stamps to fake.
You can use a normal printer:
Just print the image (mirrored) onto a plastic A4 sheet.
Immediately after it comes out of the printer press it onto the document.
Wash the plastic A4 sheet after this to re-use it.
