Folder for W-SS or GSSN?

have anyone seen this type of folder before

this is just my guessing but,

i maybe think its a folder for member/soldbuch of the germanske ss norge
or an early folder for waffen ss soldbuch

the SS logo is much alike the one at the front of Germanische Leithefte
in norway called Germansk Budstikke.

anyone knows.....?

the previous owner was in wiking
and germanske ss norge

on the front his name stands and SS mann below it.

I do not have one of these.
I only know of a couple in Norwegian collections.
But they have a photo on and stamped with SS stampes.
