KM Wehrpass with attached EM

Maybe a stupid question but now and then some Kriegsmarine Wehrpässe pop up with on the backcover attached the Erkennungsmarke and I was wondering if this is something done postwar (to keep both together for example and to be sure not to lose the EM) or is this even done during the war years? I have only seen this at Kriegsmarine Wehrpässe and not with any other branche of the German Army.

So who can clear this up for me? Thanks in advance!!!
And sorry in case this is a really stupid question!

Thanks! And why only with the Kriegsmarine? Perhaps because it can be "uncomfortable" to wear an Erkennungsmarke around the neck while working on a ship (especially in engine rooms for example)?

It was a standart for the Kriegsmarine reservists. After ending their active duty, the dogtags were atached to the Wehrpass. After re-mobilizing, thy got their old dogtags with Wehrpass back.
