COuld be but the info says 'Mobilmachung 1-1-1940' so he shouldnt be there in 1939. Do you have data from that date on ?

A WW2 regular army Hauptmann would have been commissioned as a Leutnant before the war. There was NO career officer of this name before the war. That is how it is possible to say he could NOT have been a regular army officer, only a reservist.
