Are there many entries in it as it appears to have been filled in on page 8 and the photo added to page 9 but he has not signed it by the holder underneath the photo, nor has it been authorised at the bottom of page 9!

On the righthand page under the photo the owner's signature is required. Perhaps Heinrich died just before he got that far------------strange omission.
