applied to a Ausweis/ID so yes, it is rare to find a photo of a solder wearing a cap in a Soldbuch photo. That said, you have managed to find a wonderful example! Notice that he has turned his head to his right, exposing the left side of his face; another "regulation" for ID photos was to show ones left ear in a photo to be used on a ID.
