Jay,
ID card for a Gymnastic type club, national in this case. It's stamped with wassersportverein, so it may have been for swimming or water polo sorta sport.

EDIT: I see it also dictates the bearer gets a reduced price on train fares.

EDIT 2: Price? Maybe $10 or so...not a whole lot more, unless it belongs to somebody nefarious, notorious, or particularly sought after.
