Well, I can tell you this much, the unit name is spelled "SkanderBEG", not "Skanderberg"! I would think it would be spelled properly. The (paper) item itself looks homemade and not particularly well done at that.

In my opinion this document is homemade in a english speaking country, or made by an english speaking person.

In Germany the month is Oktober with K. In english speaking states it is October with C. The english abridgement for October is Oct. The german abridgement for the month Oktober is Okt. !!!
