Does anyone know what this is?

I have been offered this SA pass but I have no clue as to what it exactly is. It's from 1933 and I think it has something with police duties?
Does anyone here know what this is and what its value might be?

Hi Ben,

What I read is:

1st side: Picture with Autograph and Stamp : Landrat Alfeld

2nd side: The Owner of this Passport truly can´t buy Weapons.
Name: Friedrich Friedhoff, Number 66, Deputy Police-Officer

3rd Side: Alfeld the March 4th 1933.
The Franz Banetzki in Lamo.... is truly Officer of the Deputy-Police on Department Alfeld.
All civil and military agencies, have order to pass him unhindered.
In the case of doubt they give him police protection.
Also he has the Permission, to have Weapons on Person.

I gathered as much, but what is unclear to me is what kind of function this guy have. Did the SA have their own police? Or was this some type of "enforcer"?

I think he is not a Deputy Police-Officer he is only a Hilfspolizeibeamter =

an auxiliary policeman - nearly the lowest official rank in the police chain of

command.
