Ops ... there is mistake. Correct:

Wi. Str. Tr. Dienst Ost.

Where did this information come from? A Dog-tag? Might help in figuring it out. I can't help in deciphering it however, my apologies.

Not clear why "Tr." and "Wi." not together. Usually it looks so: Tr. Wi. - Truppenwirschafts.
