Shoe sizes in soldbuchs

Probaly a simple answer for this one but its in reference to shoe sizes entered on page 2 of soldbuchs.
Im assuming the numbers entered are in reference to length in centimetres.
For example 29cm equals roughly a size 9.(about 11 and half inches)
But im seeing in some soldbuchs shoe sizes such as 43,which would mean a foot about 17 inches long.
Can someone clarify exactly how shoe size was determined?
