ID disk needs decoding

Hello !
I have a coded ID disk in my collection, which I could not decode!
Please help!
It says:
67401/28

It's an alu tag, so it might be an early para disk.
Are there any documentation, about decoding these tags?
Another question:
What does BIA mean on these coded tags?

The numbers on those coded ID-disks were mainly the corresponding unit numbers listed in the mobilization lists, although in some cases the fieldpost number was used.
As most of the mobilization lists were destroyed, it is not easy (or nearly imposible) to decode a great part of this disks.
