          I haven't seen that before, but it may have been a way for him to use the Wehrpass as an ID while working for the military government - until new IDs could be issued. Check his civilian occupation and his language abilities. You may find clues there for whether he might have been especially useful to the occupation authorities.

          Alternately, it may have just been a form of registration, not that he worked for them.
