two unusual dog tag LH / FRW - please opinions

I am asking for opinions on these two dog tags (sorry, I have no better photos).
For me, they are self-made, made at an indefinite time (war? after war?).
However, according to one of the opinions heard, they are original, primary (!) dog tags for non-German helpers in this unit.
I mark, it not my dog tags, but I was interested in the topic.
