First one says Auszahlung eine Beihilfe in hoehe von 80 RM (fuer .... selbstbesch. Bekl[eidung]) then the appropriate regulation that covers that payment.
Second one seems to annotate another payment (585 RM) for the same reason, something to do with Bekleidung (clothing/uniforms, I imagine)

The payment was given for "selbst besch(.affte) Bekleidung" - clothing bought by himself.
