    Hi,

    There really isn't anything to tell- the disc is obviously from the Legion Speer and the number is simply the wearer's serial number. The Legion Speer was like the Organisation Todt, NSKK, etc. and was apparently comprised mainly of non-Germans. A Google or other internet search will tell you more.
