The distance between the tip of the swastika and the top of the numerals is identical on both cores. For the date to sit higher or lower, that distance would need to change.
Most likely an assembly problem, but same core.Comment

I tend to agree with Dietrich; the core in the left cross is actually sitting higher in the frame than the core in the right cross causing an illusion(s) with date(s). Look at the swastikas on both crosses, their position in relation with the frames, and you’ll see one core is actually higher in the frame than the other as Dietrich suggests. As he states the distance from the lower tips of both swastikas to their dates is identical.
