Maker of EK1 Iron cross 1st class

Hello,
I got this iron cross and consider to keep it. The middle black part is iron.
The tips are not sharp, so I suspect that someone made them a bit round.
Can someone identity its maker?

There are some things about this cross that don't look quite right. For one the
1939 date doe's not look like what we're used to seeing. Also the hardware is strange looking. Somewhat more modern. I hope I'm wrong for your sake.
