Spanish Cross Silver W/o Swords

It is a Foerster and Barth. I had to take several photos of eagle and center disc to line it up with another without swords marked L/21 and the center disc and eagles of an L/21 w/swords. Difficult but a match.



I just wonder if it is not marked L/21 then it must be pre-LDO as I believe regs required awards to carry the mark?

Top SCiS marked L21 bottom cross above. Notice pebbling at bottom. Eagles also but eagles difficult always because they hand finish and detail can be high on some low on others.
