Since the masters where usually much larger than the resulting medals/badges...A master (or a casting of a master) from which dies were made using a pentograph (or whatever these reducing duplicator machines were called) ?

Right. A large size metallic copy (master) was usually prepared from a large-size model. The image of the master was then reduced by means of a pantograph and engraved in a steel matrix . It’s a part of the process in preparing the dies.
