Spange on a Medal Bar - Opinions Please

I picked one up about 15yrs ago as a 'repro' for a few bucks at a show in SF
I was/am convinced it's wartime

Thanks for your input Jon. I guess were on different sides of the fence, as I can't fathom why a miniature would be produced with the measurements totally off the class intended. But ok, that's just I
