thoughts on this Mother's Cross?

ANother of my yard sale pick ups,,,, thoughts appreciated, wonder why the ribbon was cut?

With that enamel loose it seems as period one.
I can imagine somebody shortened to:

a) make 2 short ribbons out of one long
b) use rest of the ribbin for some sort of casual wear
c) no reason just it does look better on short
