Opinion on KC Ribbon and Oak Cluster

This piece walked into a local auction house to be put on consignment for an upcoming auction. I've shown pictures of it to people and have gotten mixed reviews. I've searched these archives a bit and I still don't know. I thought I'd ask you guys what you thought of it.

Oaks fake- Ribbon could have some age.
But postwar, would look nice with a 1957
type cross.
