I think it´s more a collection album as a book, published by the newspaper "Spandauer Zeitung" around 1942. The pictures/drawings are glued on the pages. There are 24 different award pictures.

First time I see the booklet but I know they also had a set of similar looking postcards as well that you see as single postcards on occasion. Is it possible, the postcards & booklet were produced as a set originally?

I know what you mean. I have those postcards also. There are a lot of similarities, but IMO they are not produced as a set. There are also other awards in the album who you do not find in the same layout on postcards:
