Yes, looks like a (probably) denazified Souval EK1 with a hole drilled through it.

The small cross covering the swastika was made from a miniature-needle of an Upper Austrian Veteran's organisation ("Österreichischer Kameradschaftsbund, Landesverband Oberösterreich") that still exists.

I totally agree with peterm. Thats an original (Souval) EK1 that was denazified by the wearer (who obvioulsy survived the war) to have it worn after the war at special events. The man was from Upper Austria.
