EK2 Maker?

Anybody have any idea of who the maker is on this EK2 that's on E-Stand? It says Unmarkerd 4, and since I'm new to these Medals I'm not sure if 4 is a code for a particular maker. http://dev.wehrmacht-awards.com/foru...d.php?t=898995
