Friedrich Orth (???) EK2 & EAGLE RIBBON DEVICE...

Hello folks. A couple more of the "smalls" that landed by me today...What I believe is an "Orth" EKII (sans ribbon), marked simply "15" on the suspension ring. The ring itself, is mounted via an extraordinarily (IMO), LARGE ring, soldered to the cross's frame. Also, there is a small ribbon device, an eagle / swastika mounted atop an open ended wreath. It is back-marked "L/53". Can anyone enlighten me as to what this is for? Police?? Thank you in advance.

Ah yes, of course. Thank you Peter. Just like the eagle / wreath design I've seen on some of their cloth. Do you happen to know the application of such a device? ribbon bar?
