What kind of war merit cross is this? Could this be some sort of proto or just terrible "fake"?

To me this one looks more like a fantasy item (technically not a repro/fake because this "thing" doesnt exist in original form) based on the spanish cross but without the eagles than a war merit cross but neither type had any enamelling (or paint as in this case) either...

Thanks for reply! Aaww you are right, it looks like Spanish Cross without eagles! Perhaps its some sort of practical work for someone... Well at least this could be one-of-a-kind
