Looks like a standard S&L type.

Might look like a cross from 25, but remember 25 is a S&L type based cross as S&L had it's fingers in the die delivery for tens of different, older and newer, manufacturers.
If there's no real distinguishing indicators of a certain maker, it's complete Pseudoscience claiming to be one certain maker.

That's why my answer is still S&L type,
which is a more universal answer.

However I'll mention that a Rettenmeyer is a S&L type cross, fully, but can be proven a Rettenmeyer in an emprical method.
Which means a Rettenmeyer can be distinguished from other S&L type crosses, but that's not the case regarding with manufacturer 25.

          Best regards,
          Daniel
